I consider that the problem is one for consultant who must design and specify the unloading equipment in relation to the towing schedule. then be possible to design the necessary berthing accommodation. to the problem depends on the methods of unloading the barges.
As I see it the position regarding the Refuse Barges is as under:-
a) 3 Nos. arrive at 9 a.m. and leave at 12.30 a stay of 31⁄2 hours which allows
70 minutes per barge.
b) 1 No. arrives at 10.25 and leaves at 1.30 p.m. that is a 34 hour stay.
c) 2 Nos. arrive at 10.45 a.m. and leave at 1.45 p.m. a 3 hours stay.
d) 1 No. arrives at 1.45 p.m. and leaves at 4.00 p.m. a 24 hours stay.
If we allow 60 minutes unloading time per barge plus ten minutes for moving the empty barge out and a full one in we have the following:-
Berth No. 1.
Commencing 9 a.m. the 3 barges at (a) are unloaded by 12.30 and one of the barges at (c) is unloaded at 1.00. The barge at (d) is unloaded at 2.50 p.m.
Berth No.2.
Commencing 10.25 a.m. the barge at (b) is unloaded at 11.30 one of the barges at (c) is unloaded at 12.35.
Night Soil Barges.
(e) 2 Nos. arrive at 10.25 a.m. and leave at 1.30 p.m. a stay of 34 hours.
(f) 1 No. arrives at 10.45 a.m.

Berth No. 1 is not free till 2.50 p.m.
Berth No.2 is not free till 12.35 p.m.

Therefore it will be necessary to have a third berth to deal with the barges at (e).
I consider the best solution would be to have two berths east of the boat landing steps and one west of the steps. The cost of this extra berth is estimated at $62,500. In addition it will be necessary to lay buoys to accommodate barges at Tsun Wan whilst they wait their turn to be unloaded. This will not doubt be considered by the Director of Marine in his comments on your memo therefore I submit no estimate of the cost.
